The question that decides whether a tool gets used in a municipal office is not how capable it is. It is whether it runs without sending anything anywhere.
Why local matters here
A department handling citizen records cannot route them through a service whose terms it did not negotiate and whose jurisdiction it cannot name. That constraint eliminates most of the market regardless of quality.
What is actually usable
A model that fits on the hardware a department already owns, produces a result a clerk can check, and fails visibly rather than plausibly. None of those are capability questions.
