The Math Behind the Pump: What Ethanol Blending Actually Costs a Driver

A national mandate shifted the fuel in every tank. The price at the pump barely moved; the mileage did.

India's petrol pumps have quietly changed what they sell. Over the past decade, the country moved from a fuel blend that was almost entirely petroleum to one where a fifth of every litre is ethanol, distilled mostly from sugarcane and maize. The policy has a straightforward climate logic: less imported crude, more domestically grown fuel. What it has not done is show up as a lower number on the pump display; and that gap between the policy's stated aim and its bill to the driver is where most of the public argument now sits.

Why the same price buys less distance

Ethanol carries less energy per litre than petrol, so a blended fuel returns fewer kilometres for the same volume; engine manufacturers have put the shortfall at roughly the same order as the blend percentage itself. Consumers feel this less as a number on a receipt and more as a fuel gauge that drops faster than it used to, which is a harder thing to notice, complain about, or price into a household budget.

The counter-argument from the government side is that ethanol is typically cheaper to produce than refined petroleum, so blending should, in principle, hold or lower the retail price even after accounting for the mileage loss. Whether that arithmetic actually clears for the average driver depends on numbers (crop-year ethanol prices, refining margins, tax structure) that are not published in a form ordinary consumers can check for themselves, which is exactly what critics of the policy have seized on.

An industry body's brief objection

The clearest sign of how contested this is came from an unusual source: the Society of Indian Automobile Manufacturers, the vehicle industry's own trade body, wrote to the petroleum ministry flagging engine wear and performance concerns tied to higher ethanol content. The letter was withdrawn soon after, reportedly under government pressure, but its substance (that blending above a certain threshold measurably affects vehicles not originally engineered for it) was never itself refuted, only set aside.

Nobody is arguing that ethanol has no place in the fuel mix. The argument is about the pace, and about who absorbs the cost of getting there faster than the vehicle fleet can keep up.

That framing (pace, not principle) is the one most engineers involved in the debate will actually put their name to. It is a smaller argument than the one being had in public, and a harder one to dismiss.

The land behind the fuel

The ethanol has to come from somewhere, and in India's case that is largely sugarcane and, increasingly, maize - both of which compete for the same water and arable land that also grow food. Sugarcane in particular is a heavily irrigated crop in states already under groundwater stress, and a policy that rewards its diversion into fuel is, whatever its climate credentials, also a policy about water and land allocation that gets far less public scrutiny than the price of petrol does.

Some of the shortfall in domestic maize supply has been met through imports, including genetically modified maize varieties that are not approved for human consumption in India but are permitted as industrial and fuel-grade input: a distinction that holds up in a spreadsheet more cleanly than it does in a country where feed, fuel, and food supply chains are not always kept apart in practice.

"You can't have that growth curve and pretend the feedstock question answers itself," said one agricultural economist who has studied the programme's land-use implications. "Somewhere in that curve, sugarcane and maize stopped being a byproduct market for ethanol and started being the reason the ethanol market exists."

Who is positioned to benefit

Blending mandates create a mandated market, and mandated markets create winners: ethanol producers, sugar mills that added distillery capacity, and fuel retailers who now have a guaranteed buyer for a product with an assured price floor. That is not, on its own, evidence of anything improper; mandated markets are a common policy tool precisely because they de-risk investment in a new supply chain. But it does mean the ethanol lobby's interest in defending the current blend ratio is now structural, not incidental, which is worth knowing when weighing whose voice is loudest in the next round of this argument.

What a driver can actually do about it

Not much, in practice. The one branded alternative sold as ethanol-free costs enough more per litre that it functions less as a real choice than as a demonstration of what an unblended fuel would cost if the market priced it honestly - which is itself a kind of answer to the question this piece opened with, even if it is not the one either side of the debate likes to say out loud.

What is more likely to move the policy than any individual driver's choice at the pump is the same kind of institutional pressure that produced the industry body's letter in the first place - just applied for longer, and without being withdrawn halfway through making its point.
